Jean Markle reported that she requested the provinces to let her know the number of Yearbooks and the number of our Technical Manuals (Paul Carriere) each had by Dec. 1. She had no reply - and requests again. 8. TREASURERS REPORT. Dorothy Butts presented a financial statement of current balance, since year-end May 31. She informed us she will not run in 2003. Annie Rayner moved acceptance of the treasurer's report for information, seconded by Paul Carroll. Carried 9. CORRESPONDENCE. Letter from Dorothy Butts, Pres. Greater Victoria Horseshoe Pitching Association requesting the 2004 championships be held at their club. A letter from Bill Gibson, Chairman of the 2002 WHT committee requesting an additional $2400 in funding, with the understanding this is to be repaid, if the WHT makes a profit. A letter from Al Springall expressing his regrets at not being able to attend and an update on his involvement with coaching. 10. REPORTS: a) TOURNAMENT DIRECTOR Dianne Beck reported there were 231 adult pitchers and 7 juniors. The parade will marshall at 8:30 with opening ceremonies at 9 a.m. and play begins at 10 a.m. She asked the delegation to consider opening ceremonies on the Tues. evening and also asked the delegates to consider 40 shoe games as it makes the timing more accurate. b) NHPA Jack Adams reported. Diane Cantin was inducted into the NHPA Hall of Fame. The Red Deer Alberta World Tournament had 826 entrants with 248 Canadians. Canadian players did very well with 2 World Champions. In Ladies Open, Sylvianne Moisan, Qc with 86% and in Juniors, Drew Becker, Ont. won with 73.74%. In championship classes, 4 men with Colin Finnie Sk. Tied for 5th; 3 ladies, S. Moisan 1st; 2 Sr. Men, Howard Weitzel 4th; 2 Elders, Neil Yaskow 6th; 3 Jr Boys, Drew Becker Ont. 1st, Buddy Dyrda, B.C. 2nd; 1 Jr Girl, Kelly Mallette 2nd. The 2003 World Tournament will be held in Eau Claire, Wisconsin. NOTE THE CHANGE IN DATES: Aug. 4 to 17, 2003. In 2004, Pocatello, Idaho will host - July 26 to Aug. 7. c) RULES AND REGULATION Jack Adams reported no changes were discussed. d) YEARBOOK Andre Leclerc, Editor, reported the same number of books were printed each year but the sales are down. He suggested selling them at tournaments. e) COACHING The Saskatchewan delegation informed the meeting that Tammy Christensen, a 3 year coach, will take over the western coaching duties. f) HALL OF FAME Jack Adams reported Sylvianne Moisan is the outstanding female player to be inducted into the Hall of Fame for 2002. The 2003 category is Male Player. Nominations with resume should be sent to Jack Adams by April 30, 2003. g) PROGRESS OF 2003 CANADIAN CHAMPIONSHIPS in Saint John Everything is in place, to be held at the Thistle St. Andrews Curling Club. The annual meeting will be upstairs and the food will be upstairs. Extra prize money has been raised and they are looking forward to hosting. (Secretary note: After the meeting it was necessary to change the dates of the Canadian Championships in 2003 as the Worlds' were changed. So the dates are August 19 meeting, Aug. 20-23 for play, in Saint John). h) CANSTATS No report but we are receiving the stats so all must be well. i) PUBLIC RELATIONS Jean Markle reported each province has game-related items for sale. Please make sure she gets your flag back after the parade for next year. j) PRESIDENT'S REPORT George Barton thanked all the special committees and executive for their help in his three years as president. He also informed the meeting this will be his final year and suggested people submit names for offices. We still need better communication. 11. BUSINESS ARISING FROM CORRESPONDANCE AND REPORTS: Moved by Jack Adams we have one more round of Hall of Fame before we change to the alternate years being organizer, builder. Seconded by Shirley Ann Fisher. Carried. Bid from Victoria to host in 2004. Vote: 13 for, 0 against. Carried. Re 2002 WHT request for funding letter, tabled to 2003 to determine the outcome. Moved by Shirley Ann Fisher competitors should play points, not shoe games as requested by the T.D. in her report. Seconded by Fred Ormiston. As this is the present policy a vote was not necessary. 12. AUDITOR'S STATEMENT - Jack E. Adams presented the audited statement for our fiscal year end May 31, 2002. A motion of acceptance was made by Charolette Demmans. Seconded by Paul Carroll. Carried. 13. NEW BUSINESS: HISTORY BOOK - Andre Leclerc informed us the first edition (200) of "History of Horseshoe Pitching in Canada" is sold out. A second printing will be done in the fall. 14. RESOLUTIONS: #1 - Moved by Andre Leclerc, seconded by Sylvianne Moisan, that playoff taking place in the men's and women's divisions at the Canadian Championships be eliminated. Vote: 9 for, 2 against. ACCEPTED #2 - Moved by Jack E. Adams, seconded by Jack Adams, that players be seeded by percentage; each class have 8 players and play a double round-robin; all games be 40 shoes ties remain ties. Final results of each class determined by wins and ties; percentage. Otherwise a tie shall stand. If there is a tie for first place, a play-off of 40 shoes shall be played. Vote: 4 for, 7 against, 2 abstained. DEFEATED #3 to #7 and #9- As the next resolutions followed #2, Jack E. Adams asked they be rescinded. #8 - Moved by Jack E. Adams, seconded by Jack Adams, the Entry Fee shall be $50.00 per person, except for juniors which shall be nil. From each entry fee, Horseshoe Canada shall retain $15.00 for administrative and sport development use. Vote: 11 for, 0 against, 2 abstained. ACCEPTED. #10 - Moved by Jack E. Adams, seconded by Jack Adams, that every entrant into the championship class shall pay an extra $20.00 to be utilized in the relevant Division prize payout, except for the Junior Divisions which will be paid by the hosting bid. Vote: 2 for, 11 against. DEFEATED. #11 - Prize distribution shall be made immediately after class has completed play. The final wind-up of the Canadian Championships shall recognize only the winners in each class, as well as each participant in the Championship Class. Vote: 10 for, 3 against. ACCEPTED. 15. As the tournament had just concluded it was fresh in everyone's mind what was good and what needed fixing. President George BARTON - suggestion for next year: AGM Tues. in the morning (8 am?) followed by opening ceremonies at 2 pm Tuesday then open the courts until 7 pm for practice, with a visit session. Dianne BECK, Tournament Director: Each year the format of the facility changes - if it is not indoors, courts must be covered - the number of entries changes - people drop out making a shortage of games in some classes - 200 shoes per day is enough for 30' seniors. Jack E. ADAMS felt a main concern: we must protect the volunteers from overwork. He, also, mentioned that Provincial Presidents advise their membership to show better sportsmanship. Andre LECLERC moved that once a game is over, the score sheet is signed by both players, the win or loss stands. The score sheet may be corrected to enter the stats. Seconded by Jack E. Adams. Vote: 8 for, 2 opposed (BC), 2 abstained. CARRIED Andre LECLERC and Jack E. ADAMS volunteered to collaborate with the Tournament Director and the provinces to bring forward a tournament format to be returned to them (mail, fax, or e-mail) by December 31, 2002. Vote: 10 for, 2 against. CARRIED Some suggestions: Champs play 40 points and play the last shift. Players play 40 points or 40 shoes whichever first eventuality. Banners should travel to the Championships each year for display, with a plaque listing banner dates and locations be in the Hall of Fame cabinet. A plaque for the members who have been inducted into the Horseshoe Hall of Fame should be displayed in the cabinet. Motion for adjournment: Paul Carroll, Martin Soucy.
